It is for information of the members of IFE (I), that to expand the horizon of IFE (India) activities for achieving the aims & objectives enshrined in the constitution and byelaws of the Institution and to serve the Fire Service fraternity in a better way through these chapters it has been decided to invite proposals for opening of chapters (branches) in various regions, adhering to the norms prescribed for this purpose in the constitution & byelaws of the Institution.
The existing norms for opening of a chapter (branch) are as under: -
The Council may for furtherance of the aims and objects of the Institution and upon a written request addressed to the Institution, authorize the formation of Branches/Groups to serve specified geographical areas in India or abroad. Such request shall be signed by not less than ten members of the Institution, of whom not less than three shall be corporate members residing within the geographical limits proposed for the Branch/Group.
Each Branch shall have its Constitution framed on the lines of a general pattern to be decided by the Council and shall have a Charter which shall contain the name, location, geographical areas covered and date upon which the charter was granted, and shall bear the name and signature of the President and the General Secretary of the Institution
The Bye-laws of a Branch shall come into effect only after the approval by the Council.
Groups shall normally be formed by and within Branches, where a sub-division is necessary to achieve an advantageous distribution of the work of the Institution within the Branch.
The Chairman of a Branch or any member so authorized by the Chairman shall represent the Branch in the Council.
The secretary of each branch shall forward to the General Secretary of the Institution reports of all meetings and also financial statement at the end of each fiscal year of the Institution.
The appropriation and contribution of funds of the Institution towards the expenses of Branches and/or Groups consistently with the objects of the Institution shall be in the sole discretion of the Council, and the Institution shall not be responsible for any liability incurred by or on behalf of any Branch or Group of the Institution beyond any amount previously appropriated or contributed for any specified purpose by the Council.
The Council may allow up to not more than 60 per cent of the annual subscription received from the members covered by the Branch to be utilized for the work of the Branch and may in addition authorize the Branch to raise funds for specific purposes
All Branches, set up with the approval and authority of the Council, outside India shall foster and support the Institution in its objects, and so far as possible within the structure of the Branch shall subscribe to and carry out those objects and be conducted in all respects according to these Presents. Such branches shall also as far as possible be conducted according the Bye-laws of the Institution in force from time to time, but may make such alterations, additions and amendments to the Bye-Laws as they may deem expedient for the proper working of the Branch. No such alterations, addition or amendment shall however, be effective or operative until it has been submitted to and approved in writing by the Council of the Institution in India. The Branch shall also prepare and submit to the Council in India for its approval a supplementary set of Bye-laws or regulations for the internal regulation of the Branch.
Any Branch of the Institution outside India shall be solely responsible for the cost and expenses and conduct of the Branch and for the cost of examination of candidates of the Branch and, for that purpose, it shall be entitled to retain for its own use such amount of the Annual Subscriptions of the membership of the Branch as shall from time to time be determined and fixed by the Council of the Institution of India.
All official correspondence of branch shall be on its standard letterhead, which shall confirm to the format of the standard letter head of the Institution.
The Council may, at its discretion, close a Branch after giving it notice of three months and after considering any explanation the Branch may tender for:
Failure of the Branch to maintain at least ten members in good standing;
Failure of the Branch to hold at least two meetings each year; and
Any activity declared by the Council to be detrimental to the interests of the Institutions
Desirous members may submitted proposals as per above norms to the General Secretary, IFE (India) for consideration.
