The Council shall have the power, on application to the Council in prescribed form, to enrol a person as Licentiate of the Institution who, to the satisfaction of the Council, possesses the following qualifications:
(a) He shall subscribe to the Aims and objects of the Institution.
(b) He shall associate himself with the activities of the Institution and engage himself whole time or part-time in fire fighting, fire protection and fire engineering.
(c) He shall be not less than 25 years of age.
